From Smoke to Hope: The Promise of the Tobacco and Vapes Bill

We stand at a pivotal moment in public health history as the Tobacco and Vapes Bill has recently had its second reading in Parliament. This groundbreaking legislation will protect future generations from the devastating effects of smoking.

In a significant step toward creating the first smoke-free generation, children turning 15 this year—or younger—will never be legally sold tobacco. The legal age of sale will then rise by one year every year, making it impossible for today’s children to start smoking. There is no safe age to smoke.

Prevention Over Regret

Four out of five smokers begin before they turn 20, often fully aware of the risks, then struggle with lifelong addiction despite multiple attempts to quit. Remarkably, 75% say they would not start if they had a second chance. By closing the door before it opens, the Bill aims to spare future generations that regret.

Smoking remains the leading preventable cause of death, ill health and disability in the UK, claiming 80,000 lives each year—including one in four cancer deaths. No other consumer product kills two out of three of its long-term users when used exactly as intended.

If enacted, the Bill could prevent up to 470,000 cases of stroke, heart disease, lung cancer and other serious illnesses by 2100—saving thousands of lives.

Guarding Children from Vaping

The Bill also tackles the surge in youth vaping. While vapes do not contain tobacco, most still deliver nicotine—a highly addictive drug when inhaled. The number of children using vapes has tripled in the past three years, and many have already become dependent.

To protect young people, the Bill proposes banning disposable vapes and introducing strict controls on flavours, displays and packaging. Together, these measures can keep nicotine addiction at bay and pave the way for a healthier future for all.
